But behind the scenes, many facilities are facing mounting financial pressures caused by an outdated funding mechanism known as the Budget Adjustment Factor (BAF).

Why This Matters
For more than two decades, the Budget Adjustment Factor has reduced funding intended to support resident care. These cuts affect the resources available to skilled nursing facilities across Pennsylvania and ultimately impact the residents, families, and dedicated caregivers who rely on them.
We, along with the Pennsylvania Health Care Association (PHCA), are urging lawmakers and Governor Josh Shapiro to:
- Floor the BAF at 90
- Begin a phased approach toward eliminating this outdated mechanism
- Protect access to quality care for Pennsylvania’s seniors
